US Brokers Ukraine Discussions in the UAE as White House Pushes for Peace Deal
Diplomatic talks including US, Russian, and Ukrainian officials are underway in Abu Dhabi this week, representing the latest step in efforts to achieve a resolution to resolve the protracted war in the region.
Key Participants and Opening Talks
US Army Secretary Dan Driscoll apparently held talks with a Moscow team on the eve of the talks, with discussions extending into the following day.
“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” a spokesman stated.
The Ukrainian top intelligence official, Kyrylo Budanov, was scheduled to join in the proceedings, though it remained unclear whether face-to-face engagement with Russian delegates would take place or if separate one-on-one sessions would be conducted.
The composition of the Russian group was not immediately clear. “I have nothing to say. We are following the media reports,” a Russian spokesperson informed state media.
Background and Revised Peace Plan
The current talks follow recent discussions in a European nation where American and Kyiv officials reworked a draft US plan for resolving the conflict.
Moscow has so far not endorsed the latest draft of the proposal and is unlikely to agree to many of the Ukrainian revisions.
Russia’s foreign minister, Sergei Lavrov, emphasized that any amended agreement must adhere to the “essence and wording” of what was discussed during previous high-level talks between the two nations.
Global Responses and Apprehensions
European officials are apparently struggling to remain involved in the process as US officials drive the efforts.
The Finnish president, Alexander Stubb, who has stepped forward as a key contact between Washington and EU officials, commented that the immediate future would be crucial in attempts to find a resolution.
He allegedly spoke with the Ukrainian president and the alliance officials, stating that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”
Meanwhile, the French president, Emmanuel Macron, warned against a peace deal that would represent a “concession” for Ukraine.
“Terms presented suggest what Russia could agree to. But does this imply it should be endorsed by Ukraine and Europe? The answer is no,” he declared.
Specifics of the Original US Proposal
The US proposal was originally composed of multiple articles and was drawn from discussions between US and Moscow representatives, with contributions from Kyiv defense authorities.
Key aspects of the plan reportedly included:
- The nation relinquishing land presently occupied by Russia
- Additional regions that would be required to be willingly surrendered
- Restrictions on the scale of the Ukrainian army
- Immunity for all sides in the war regarding war crimes
Latest Developments and Ongoing Challenges
The US official reportedly traveled to Kyiv to inform the Ukrainian president on the plan and demand rapid approval.
This pressure, combined with the leaking of the plan, apparently shocked Ukrainian and European authorities.
The Ukrainian president stated that the country was facing one of the most difficult moments in its existence and was being forced to decide between “losing our dignity or losing a key ally.”
Later, Driscoll informed alliance ambassadors on the plan in Kyiv, with one participant labeling it as “a nightmare meeting” and stating that EU ambassadors were shocked by both the content and manner of the delivery.
Washington later softened its position, stating that the 28-point proposal was an “starting position for talks” rather than a final demand.
Military Developments Amid Talks
As diplomatic efforts continue, Russian forces has maintained its regular strikes on Ukraine’s cities.
Russian forces reportedly fired numerous of projectiles and hundreds of unmanned aircraft at targets in and around the capital, according to Ukrainian reports.
The Ukrainian president stressed that the Kremlin must not feel it could win the conflict while negotiations were ongoing.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Measures against Russia need to produce tangible effects,” he stated.
Kyiv’s leader reported that seven people had been fatally injured in the overnight attack on the capital.
